Thank you for this worthy invitation to the University of Puerto Rico in Carolina anniversary citation dinner. It would be an honor for me to assist to this occasion, but unfortunately I am not in the disposition to fulfill my deed of chair person. Due to the compromising reunion I have with the Federal Administration Congress of the United State. The purpose of this reunion is to ask and negotiate funds for our college students of the University of Puerto Rico in Carolina. This is a very important task which i cannot fail to assist, I am deeply regretful to decline this invitation but i wish that everything goes as planned.
